How is the toll collected in Romania?
The toll in Romania is collected in three ways: through the vignette requirement (Rovinieta) for cars, motorhomes, buses and goods vehicles up to 3.5 t GVW, through the distance-based TollRo toll for goods vehicles over 3.5 t GVW and through the special toll for the Calafat-Vidin Danube Bridge.
A number of things have changed since 1 October 2026: for the first time, the Rovinieta is based on the vehicle's Euro emission standard, and the bridge toll at the Danube crossings of Fetești and Vadu Oii, as well as at the Giurgiu-Ruse bridge in the direction of Bulgaria, has been abolished. The following table shows which toll charges apply to your vehicle.
| Vehicle | Vignette | Distance-based toll | Special toll |
|---|---|---|---|
| Motorcycle | Not required | Not required | Not required |
| Car (up to 9 seats) | Required | Not required | May apply |
| Car with trailer | Required | Not required | May apply |
| Motorhome (up to 3.5 t) | Required | Not required | May apply |
| Motorhome (over 3.5 t) | Required | Not required | May apply |
| Truck (up to 3.5 t) | Required | Not required | May apply |
| Truck (over 3.5 t) | Not required | Required | May apply |
| Bus (over 9 seats) | Required | Not required | May apply |
Trailers do not need their own Rovinieta; what counts is the towing vehicle. Motorhomes count as passenger vehicles and therefore need the Rovinieta even above 3.5 t GVW; TollRo only concerns goods vehicles. The special toll only applies if you use the Calafat-Vidin Danube Bridge; according to ADAC, motorcycles are exempt there.
On which roads does the vignette requirement apply in Romania?
The Rovinieta applies on the entire Romanian national road network, i.e. on motorways, expressways and national roads (DN), even if you are only passing through. Sections of national roads within larger towns between the town signs are exempt. No Rovinieta is required on county roads and municipal roads. Our guide to the road system in Romania provides an overview of the network, and you can find tips on alternative routes under Avoiding tolls in Romania.
There are no toll stations or barriers for the Rovinieta: enforcement is carried out via cameras and the license plate. You should therefore check before your trip whether your Rovinieta is valid. The traffic rules in Romania, which differ from those in Germany in some respects, are also important.
Our free route planner shows you whether and where tolls apply on your route. If you are arriving from Hungary, the guide to the border crossing between Romania and Hungary will help, and if you are coming from Bulgaria, the guide to the border crossing between Romania and Bulgaria.
Who needs a digital vignette in Romania?
In Romania, all passenger vehicles, i.e. cars, motorhomes and buses, as well as goods vehicles up to 3.5 t GVW need a Rovinieta. Under the vignette requirement, toll charges are not calculated according to the kilometers driven but as a flat fee that varies depending on the length of your trip. The Rovinieta is an electronic record linked to your vehicle's license plate; there is no sticker. It must be valid before you drive onto a toll road.
With the Vignette Flat Rate, you receive your digital vignette for Romania and can use all roads subject to the vignette requirement. Officially, the Rovinieta is available for 1 day, 10 days, 30 days, 60 days and 12 months. Validity begins at 0:00 on the first day, or from the time of registration when buying for the current day, and ends at 24:00 on the last day. With the Vignette Flat Rate, you activate follow-up vignettes up to 7 days in advance.
Which vehicles are exempt from the Rovinieta?
Motorcycles do not need a Rovinieta. Trailers and caravans do not need their own Rovinieta either: the law counts the towing vehicle and trailer as one vehicle, so you buy the Rovinieta for the towing vehicle. Certain vehicles of public authorities, emergency services and local public transport are also exempt.
For a motorhome, the category A Rovinieta applies regardless of weight. Only goods vehicles over 3.5 t GVW switch to the distance-based toll.
Which category applies to my vehicle?
The price depends on the vehicle category and the Euro emission standard. Category A applies to cars with up to nine seats including the driver, category B to goods vehicles up to 3.5 t GVW, category C to minibuses with 10 to 23 seats and category D to buses with more than 23 seats. Romania assigns motorhomes to category A, like cars.
Romania takes the Euro class from the details in the vehicle registration certificate. Electric vehicles pay the lowest rate. If the Euro class cannot be determined, Euro 0 automatically applies and with it the highest rate. You can find detailed information in our guide Vehicle classes in Romania.
Where is the Rovinieta officially sold?
Officially, the road administration CNAIR sells the Rovinieta via the etoll.ro portal, the TollRo app, CNAIR points of sale and border crossings, as well as authorized distribution partners. Bank transfers to CNAIR accounts do not count as payment, as we explain in the article Rovinieta: transfer to CNAIR is invalid. On the new platform, vehicle data must be registered again.
europamaut.com is not a government website but a private service provider that handles the registration of the digital vignette for you. Our guide Beware of scammers warns you about fraudsters.
What happens without a Rovinieta in Romania?
Anyone driving on the national road network without a valid Rovinieta faces a fine. Since 1 October 2026, it amounts to two to four times the annual Rovinieta for the vehicle category, as laid down in Law 226/2023. For a car, depending on the Euro class, that is around 85 to 247 € (456 to 1,320 lei). The amount is adjusted for inflation every year.
Checks are carried out with cameras on the national roads and with query terminals used by the police, the road transport inspectorate and at border crossings. Vehicles with foreign license plates are also recorded.
According to CNAIR, anyone who cannot buy a Rovinieta due to a technical fault of the platform will not be penalized if they attempted the purchase before the trip; find out more in the article TollRo: no penalty in case of platform outage. Purchasing afterwards for the current day until 24:00 on the following day is only possible for vehicles registered in Romania. Find out more under Penalties and consequences in Romania.
What is TollRo and what changed in 2026?
TollRo is the name of the new electronic toll system that Romania launched on 1 October 2026. It consists of the platform of the road administration CNAIR (etoll.ro portal and TollRo app), through which the Rovinieta is now sold, and the distance-based TollRo toll for goods vehicles over 3.5 t GVW.
For cars, motorhomes, buses and goods vehicles up to 3.5 t GVW, the vignette remains in place. What is new are the prices by Euro class and the registration of vehicle data on the new platform.
You can read why Romania made the switch and what the timetable up to 2027 looks like in the article Romania introduces new electronic toll system from October 2026. What changes when buying is explained in the article TollRo: new Rovinieta platform from October 2026. You can find the prices for cars in the section on costs, and TollRo for heavy goods vehicles further below.
Is my old Rovinieta still valid after 1 October 2026? Yes. The switch to the new TollRo system on 1 October 2026 does not invalidate vignettes already purchased: a Rovinieta that you bought by 30 September 2026 for a car, motorhome, bus, or goods vehicle up to 3.5 t gross vehicle weight remains valid until the end of its validity period and does not need to be purchased again. Only for goods vehicles over 3.5 t gross vehicle weight did the Rovinieta end on 1 October 2026; they now pay the distance-based toll TollRo.
How much is the toll for cars in Romania?
The Romania toll for cars is a vignette requirement: the fee is not calculated per kilometer driven, but as a flat amount for a fixed period. Since October 1, 2026, Romania sets prices directly in lei and, for the first time, tiers them according to the Euro emissions standard. The toll fee for the 10-day Rovinieta is around 6.50 € (depending on the Euro class 27–39 lei), while the annual Rovinieta costs around 42.70 to 61.80 € (228 to 330 lei).
The following table shows the official category A rates including VAT in lei. You can read how the new prices came about in the article Rovinieta Romania: new rates from October.
| Validity | Electric | Euro 6 | Euro 4 and 5 | Euro 3 and older |
|---|---|---|---|---|
| 1 day | 20 lei | 22 lei | 26 lei | 29 lei |
| 10 days approx. 6.50 € (27 to 39 Lei) | 27 lei | 30 lei | 35 lei | 39 lei |
| 30 days | 43 lei | 48 lei | 55 lei | 62 lei |
| 60 days | 68 lei | 76 lei | 87 lei | 99 lei |
| 12 months | 228 lei | 254 lei | 292 lei | 330 lei |
Romania officially sets the Rovinieta in lei, for example 30 lei for 10 days for Euro 6. The euro amounts are rounded guide values at an exchange rate of around 5.34 lei per euro (as of 14 October 2026) and fluctuate with the exchange rate. Goods vehicles up to 3.5 t GVW (category B) pay more, namely around 8.61 to 12.55 € for 1 day and around 97.57 to 140.82 € for 12 months (46 to 67 lei and 521 to 752 lei). The rates for buses are also higher. The prices of the vignette to which the Vignette Flat Rate applies are highlighted in green. The flat rate covers the Rovinieta of every Euro class. The price without the flat rate depends on the Euro class of your vehicle.
If you travel to different countries several times a year, you pay these amounts again every time. With the Vignette Flat Rate, that is no longer necessary: for every trip, you activate the 10-day Rovinieta for cars, and we cover the toll for it. With the same flat rate, you can also activate vignettes for 7 other countries. You only pay the monthly flat rate price. Book the Vignette Flat Rate now and travel with ease.
Is there a distance-based toll in Romania?
Yes, for goods vehicles over 3.5 t GVW (truck toll in Romania). Since 1 October 2026, they have paid the distance-based TollRo toll in Romania instead of the Rovinieta. Unlike the vignette, this is not a flat fee: the charge depends on the kilometers driven, the road category, the weight class and the vehicle's Euro emission standard. There is no distance-based toll for cars and motorhomes in Romania.
The rates are graded in three weight classes. On national roads, roughly half the rate for motorways and expressways applies. Vehicles in Euro classes 4 and 5 pay around 15 percent more than Euro 6, older vehicles around 30 percent more. A truck of 12 t or more in Euro class 6, for example, pays around 0.090 € (0.48 lei) per kilometer on motorways and around 0.045 € (0.24 lei) per kilometer on national roads.
| Weight and road (price per km) | Euro 6 | Euro 4 and 5 | Euro 3 and older |
|---|---|---|---|
| 3.5 to 7.5 t (Motorway and expressway) | 0.17 lei approx. 0.032 € | 0.19 lei approx. 0.036 € | 0.22 lei approx. 0.041 € |
| 3.5 to 7.5 t (National road) | 0.08 lei approx. 0.015 € | 0.10 lei approx. 0.019 € | 0.11 lei approx. 0.021 € |
| 7.5 to 12 t (Motorway and expressway) | 0.29 lei approx. 0.054 € | 0.33 lei approx. 0.062 € | 0.37 lei approx. 0.069 € |
| 7.5 to 12 t (National road) | 0.14 lei approx. 0.026 € | 0.16 lei approx. 0.030 € | 0.19 lei approx. 0.036 € |
| 12 t and over (Motorway and expressway) | 0.48 lei approx. 0.090 € | 0.55 lei approx. 0.103 € | 0.62 lei approx. 0.116 € |
| 12 t and over (National road) | 0.24 lei approx. 0.045 € | 0.28 lei approx. 0.052 € | 0.31 lei approx. 0.058 € |
Source of the rates: tariff annex to Order No. 1925/2025 of the Romanian Ministry of Transport (Monitorul Oficial No. 940 of 10 October 2025), as of 8 October 2026. The rates officially apply in lei per kilometer; the euro amounts are rounded guide values at an exchange rate of around 5.34 lei per euro (as of 14 October 2026) and fluctuate with the exchange rate. Before your trip, please always check the current rates again with the road administration CNAIR (etoll.ro), as rates may change.
Payment is currently made in advance with a route ticket or via the free TollRo app. Payment via a SETRo provider with an on-board unit and connection to the European system are only planned from 15 January 2027.
The vehicle and payment must be registered before the trip; enforcement is carried out by license plate recognition. You can read all the background in the article Romania introduces new electronic toll system from October 2026.
Please note: When traveling via Hungary, goods vehicles over 3.5 t pay the distance-based toll HU-GO there instead of a vignette (via on-board unit or route ticket); more on this in our guide Toll in Hungary. The TollRo is not part of the Vignette Flat Rate offered here.
Is there a special toll in Romania?
Yes, there's also a toll at the Calafat-Vidin Danube Bridge. The bridge connects Romania with Bulgaria. The fee applies in addition to the Rovinieta, even for goods vehicles over 3.5 t gross vehicle weight. According to the operator, motorcycles are exempt from the bridge toll. For cars, the crossing costs €6, and the fee is charged in both directions. When leaving Romania, you can pay in lei or euros.
Since 1 October 2026, the bridge toll at the Danube crossings Fetești-Cernavodă on the A2 towards the Black Sea and Giurgeni-Vadu Oii has been abolished. At the Friendship Bridge Giurgiu-Ruse, the Romanian toll no longer applies in the direction of Bulgaria; from Ruse to Giurgiu, the Bulgarian toll remains in place. For ferries, you pay the usual ferry fare, which is not a toll.
If you are continuing to Bulgaria, you can find all the rules in the guide Tolls in Bulgaria. You can read everything about the special toll in Romania in the guide Special toll in Romania.
