What is a special toll?

A special toll is charged for special toll routes, which are often tunnels or mountain pass roads and are associated with higher construction and maintenance costs. The construction of tunnels leads to greater technical challenges, which cause additional costs due to specialized machines and technologies.

Who has to pay the special toll?

An additional fee must be paid to use the special toll routes in Bulgaria. Although special toll routes are subject to neither the vignette requirement nor the distance-based toll, they are nevertheless subject to tolls. This means that regardless of whether you have already purchased a vignette or paid the distance-based (also called route-dependent) toll, you must pay an additional amount for certain tunnels and mountain pass roads.

Accordingly, every vehicle owner must pay the special toll as soon as a special toll route is used. It should be noted that most special toll routes can only be reached via access roads subject to the vignette requirement or access roads subject to distance-based tolls. It is therefore advisable, regardless of the special toll route, to purchase a vignette or an electronic transmitter device for the distance-based toll.

Which routes does the special toll apply to?

The special toll routes in Bulgaria include the Vidin-Calafat Danube Bridge as well as the Ruse-Giurgiu Bridge in the direction of Romania. The Danube flows through Romania and Bulgaria, while at the same time separating the two countries from each other. Additional fees apply for the use of these bridges. The Romanian bridge toll in the direction of Bulgaria will no longer apply from 1 October 2026. For ferries, you pay the usual ferry price. This is not a toll.
