Vignette requirement in Romania

To cover the maintenance costs for motorways, expressways, and national roads, Romania applies a mandatory vignette system (Rovinieta). Since October 1, 2010, the Rovinieta has been available exclusively in digital form – sticker vignettes have not been issued since then. The digital Rovinieta must be purchased and registered to the vehicle's license plate, regardless of whether it is a short transit or a longer journey. On the Romanian side, as of October 1, 2026, bridge tolls will also no longer apply (Fetești-Cernavodă, Giurgeni-Vadu Oii, and Giurgiu towards Bulgaria). The Calafat-Vidin Danube bridge remains subject to tolls. In the direction of Romania, i.e. from Ruse to Giurgiu, the Bulgarian toll remains in place.

Digital Rovinieta instead of sticker vignette

The former sticker vignette was affixed to the windshield and sold in stores. The digital rovinieta, instead, is purchased online and registered directly to your license plate – with no sticker required. With the Vignette Flatrate, you exclusively book digital rovinieta, which is valid after registration confirmation, usually within a few minutes.

Which Rovinieta does my vehicle need?

Since October 1, 2026, the Rovinieta has been available in four categories according to vehicle type: A for cars with up to 9 seats, B for goods vehicles up to 3.5 t, C for minibuses with 10 to 23 seats, and D for buses with more than 23 seats. The price also depends on the Euro class and the validity period. Without proof of the Euro class, Euro 0 is automatically charged, i.e. the most expensive rate. For most travelers, two cases in particular are relevant:

  • Category A: Cars and motorhomes up to 3.5 t gross vehicle weight – most cars, station wagons, and SUVs.
  • Motorcycles are exempt from the Rovinieta requirement.

Heavy vehicles (over 3.5 t GVW)

Since 1 October 2026, goods vehicles with a gross weight over 3.5 t no longer require a Rovinieta, but instead pay the distance-based TollRO toll. Buses, on the other hand, remain in the Rovinieta system. TollRO and the Rovinieta categories for buses are not part of the vignette flat rate offered here.

Penalties for missing Rovinieta

Anyone driving in Romania on toll-vignette-required roads without a valid Rovinieta has had to reckon with a fine of two to four times the annual Rovinieta since October 1, 2026. For a car (category A), this amounts to approximately 456 to 1,320 lei (approx. €85 to €250), depending on the Euro emissions class, with the amount adjusted annually for inflation. Anyone who pays the fine within 15 days of receiving the penalty notice only pays half of the minimum amount. Enforcement is carried out using fixed and mobile cameras that automatically match license plates against the database; there are no toll stations.
