Romania: No fine if TollRo fails, but the purchase attempt is mandatory (October 2026)
The Romanian road administration CNAIR announced on 6 October 2026 that the technical issues at the launch of the new platform TollRo have been resolved. At the same time, it has clarified: Anyone who cannot buy a Rovinieta due to a technical fault on the platform will not be penalised. This rule applies not only during the launch phase, but for the entire duration of the system.
At launch on 1 October, the platform was overwhelmed by the surge in demand. According to CNAIR, a very high volume of transactions, overloaded email systems for confirmations, and issues connecting to the payment service provider led to outages at etoll.ro and erovinieta.ro. Purchases at petrol stations and other points of sale were not affected. You can read how this changeover came about in our article on the new TollRo purchasing platform.
What drivers must do before travelling
Protection from fines requires that you genuinely attempt the process before starting your journey: access the platform, register your vehicle, and purchase the Rovinieta or TollRo ticket. If any of these steps fails due to a platform error, CNAIR states that you may set off without risk of a fine. The system saves failed attempts. This allows CNAIR to verify who actually accessed the platform, and to identify users who merely claim to have done so.
Pay only through official channels
You can pay via the etoll.ro portal, the TollRo app, CNAIR points of sale, and authorised distribution partners. Bank transfers to CNAIR accounts are not considered valid payment and do not grant the right to travel. According to CNAIR, such transfers have been received since 28 September 2026, and refunds can be requested by email to registraturacnair@andnet.ro. We have summarised the details on permitted payment methods in our article on official payment channels.
The Rovinieta applies not only on motorways but across the entire national road network. Our overview of the road system in Romania explains the different types of roads and where it applies.
Romania toll at a glance
For all vehicles except motorcycles, the digital vignette requirement (Rovinieta) applies on the Romanian national road network. It is a flat fee for a fixed period, regardless of vehicle weight. Motorcycles are fully exempt from the toll requirement.
Romania itself has no distance-based kilometre toll. In addition, Danube crossings (e.g. at the Giurgiu-Ruse border bridge) charge a separate special toll, regardless of the Rovinieta.
