Romania: New purchasing platform TollRo replaces SIEGMCR (from October 1, 2026)
From 1 October 2026, the Rovinieta in Romania will be sold exclusively through the new state platform TollRo. The previous sales platform SIEGMCR will thus be replaced. Anyone who has already purchased a vignette before this date does not need to do anything, as existing Rovinieta vignettes remain valid until their regular expiry date.
The Romanian state road administration CNAIR had already announced the changeover in September. It coincides with another change: since 1 October 2026, the Rovinieta rate for cars and motorhomes up to 3.5 tonnes has for the first time been based on the vehicle's Euro emissions standard, as we have already reported in a separate article. It was also only in September that the regular price increase for the Rovinieta took effect, which we have likewise documented.
What exactly changes for travellers?
Anyone wishing to purchase a new Rovinieta from 1 October 2026 onwards, whether online, via app or at one of the sales points, will only be able to do so through the new TollRo platform (website and mobile app). Purchasing via the old SIEGMCR infrastructure will no longer be possible from this cut-off date. Licence plates, vehicle data and payment details must be re-entered with TollRo, as automatic data transfer from the old system is not planned.
Important for anyone wanting to buy a vignette shortly before the changeover: anyone who has purchased their Rovinieta via SIEGMCR by 30 September 2026, 11:59 pm at the latest, will not encounter any problems, as these vignettes remain valid as normal until their individual expiry date. Checks will continue to be carried out automatically via licence plate recognition, regardless of which platform the vignette was originally purchased on.
Political debate over the timing
In the Romanian Senate, there is a motion to postpone the system changeover to April 2027, citing among other things possible technical teething problems from a complete platform switch in the middle of the autumn travel season. So far, CNAIR has stuck to the start date of 1 October 2026. Travellers crossing the border into Romania in the coming days and weeks should therefore assume, as a precaution, that purchasing a new Rovinieta will only be possible via TollRo, and should familiarise themselves with the new platform in good time before setting off.
Romania toll at a glance
For all vehicles except motorcycles, the digital vignette requirement (Rovinieta) applies on the Romanian national road network. It is a flat fee for a fixed period, regardless of vehicle weight. Motorcycles are fully exempt from the toll requirement.
Romania itself has no distance-based kilometre toll. In addition, Danube crossings (e.g. at the Giurgiu-Ruse border bridge) charge a separate special toll, regardless of the Rovinieta.
