Vignette requirement in Romania
To cover the maintenance costs for motorways, expressways, and national roads, a toll sticker obligation (Rovinieta) applies in Romania. Since October 1, 2010, the Rovinieta has been available exclusively in digital form – adhesive vignettes have no longer been issued since then. The digital Rovinieta must be purchased and registered to the vehicle's license plate, regardless of whether it is a short transit or a longer journey.

The former sticker vignette was affixed to the windshield and sold in stores. The digital rovinieta, on the other hand, is purchased online and registered directly to your license plate – with no sticker required. Which Rovinieta does my vehicle need?
The Rovinieta is tiered according to weight classes (A to E). For most travelers, two cases are particularly relevant:
- Category A: Cars and motorhomes up to 3.5 t gross vehicle weight – most cars, station wagons, and SUVs.
- Motorcycles are exempt from the Rovinieta requirement.
Heavy vehicles (over 3.5 t GVW)
Vehicles with a gross vehicle weight over 3.5 t do not require a separate distance-based toll, but rather a Rovinieta of a higher weight class (B to E). These higher-priced categories are not part of the vignette flat rate offered here.
Penalties for missing Rovinieta
Anyone driving in Romania on toll-vignette-required roads without a valid Rovinieta must expect a fine of between 50 and 550 euros for a car (category A). Anyone who pays the fine within 15 days of receiving the penalty notice only pays half of the minimum amount. Fixed and mobile cameras are used for monitoring, automatically matching the license plate with the database; there are no toll stations.
