Brenner Motorway: Slot system aims to reduce constant traffic jams
The Brenner Motorway is one of the most important transit routes in Austria and has been characterized for years by a particularly high volume of traffic. Especially on the central north-south connection between Germany, Austria and Italy, significant traffic jams occur regularly. In order to improve this situation and to replace the previous staggered dispatch system for trucks in the long term, the introduction of a slot system is currently being discussed as a possible solution.
Why should the digital slot system be used?
The reason for this consideration lies primarily in the ongoing traffic problems along the Brenner route. Currently, heavy goods traffic is regulated on certain days through so-called staggered dispatch measures. Under this system, trucks are only allowed to cross the Alpine pass in a limited number per hour. However, this measure often leads to long tailbacks, which are particularly noticeable on the German side and significantly impair the flow of traffic.
The planned slot system could represent an alternative here by making traffic more predictable and distributing it more evenly. At the same time, it would help modernize existing traffic control measures and make them more efficient.
Italy's lawsuit before the European Court of Justice (ECJ)
Another important aspect in this context is the legal situation at the European level. Italy has filed a lawsuit against Austria before the European Court of Justice, accusing the country of restricting the free movement of goods through various measures.
Specifically, Italy criticizes, among other things, the night driving ban for trucks, the sectoral driving ban, the winter driving ban, as well as the existing staggered dispatch system with a limit of a maximum of 300 trucks per hour. From Italy's perspective, these regulations impair the flow of goods within the European Union and thus violate applicable EU law.
Slot system as a possible solution for Brenner traffic
Against this backdrop, the slot system is currently still being treated as a proposal, since the ongoing legal proceedings create uncertainties regarding possible implementation. Nevertheless, it can already be said that such a system has the potential to noticeably improve transit traffic over the Brenner and reduce traffic jams in the long term.
