Romania introduces new electronic toll system from October 2026

Romania is putting its toll system on a new technical footing. According to the state road administration CNAIR, the technical implementation of the new electronic toll system STRR is scheduled to be completed by August 31, 2026, while the actual tariff collection and enforcement will start from October 1, 2026. For trucks over 3.5 t gross vehicle weight, the new system TollRo will be used in parallel. From January 15, 2027, the Romanian system is additionally supposed to become interoperable with the toll systems of other EU countries via SETRE.

For travelers with cars and motorhomes up to 3.5 t gross vehicle weight, nothing changes for now regarding the actual principle of the Rovinieta, the vignette remains the central toll product. However, the technical system changeover in the background may temporarily lead to uncertainty, for example regarding the question of whether a vignette already purchased will remain valid throughout the changeover.

STRR and TollRo: two new systems, different target groups

The changeover affects two separate areas. The Electronic Road Pricing System (STRR) will in the future form the technical basis for the Rovinieta, i.e. the classic vignette. TollRo, in turn, is aimed at trucks and buses over 3.5 t gross vehicle weight, which have so far also been subject to the time-based Rovinieta and which, from October, will for the first time be charged based on kilometers driven. According to CNAIR, both systems are meant to be technically ready by the end of August, but the new tariffs will only be actually applied and enforced from October onwards.

Important for anyone who already holds a Rovinieta or wants to buy a new one in the short term: an already valid vignette does not automatically lose its validity due to the system changeover, the changeover primarily concerns the technical processing and monitoring in the background, not the entitlements already acquired.

EU-wide interoperability from 2027

Another component of the reform concerns the future beyond Romania: from January 15, 2027, the Romanian toll system is to be linked with the toll systems of other EU states via the European interoperability service SETRE. In the long term, this could simplify cross-border billing of toll costs within the EU. However, this has no practical effect on the current travel season yet, the changeover initially concerns only the Romanian system itself.
