Concession motorways are privately financed motorways, meaning they are not fully funded by the state but are built, operated, and financed by private companies.
The private company is responsible for the investments. The toll revenues are intended to cover the construction costs, operation, and maintenance of the route. This model is often used to enable the financing of infrastructure projects without requiring the state to bear the full costs.
Tolls on concession motorways are charged in the form of a distance-based toll. It is important to note that there is no nationwide standard price per kilometer, meaning that different motorway sections have different prices. On concession motorways, you can pay either by cash or card.
Vehicles and vehicle combinations under 3.5 t GVW must pay a distance-based toll on concession motorways. Currently, only two motorway sections in Poland are subject to tolls for vehicles and combinations under 3.5 t GVW (e.g., cars and motorcycles). These include the A2 and the A4. Certain sections of these motorways are classified as concession motorways, meaning they are privately financed. The toll obligation applies to the following sections of the A2 and A4:
Vehicles over 3.5 t GVW are also subject to tolls on concession motorways, meaning these vehicle owners must also pay a distance-based toll. However, it should be noted that for vehicles over 3.5 t GVW (unlike vehicles under 3.5 t GVW), the distance-based toll also applies on publicly financed motorways.
